If we have small aircraft and there is no exist FSTD for this aircraft anymore, we can authorise proficiency check instead of a simulator, my question, is an exemption?

Thank you all for this presentation. As we have some Chicago convention references (CC Art. 33, 38, 39 and 40) for Alleviations measures, what are the CC references for TE ? and especially for its notification in case there is no difference with SARPs and no need the fill CC/EFOD?

As indicated in my presentation, there is no EFOD system for TEs. Notification of TEs is provided by completing the relevant TE Form (PPC, REC, ARA, MED, PEL) and submitting to ICAO, which will then be published on the TE system.

In such cases, correctly completed TEs submitted to ICAO provide the detailed information, and the notification of the difference should refer to the TE submission for details.Differences can be notified:a) by sending a form on notification of compliance or differences to ICAO Headquarters; orb) through the Electronic Filing of Differences (EFOD) System.For consistency, pre-defined text is proposed for notification of a difference related to TEs:A targeted exemption (TE) to the requirements related to this Standard has been issued due to COVID-19. Details of all current and valid TEs are available at www.icao.int/safety/OPS/OPS-Normal/Pages/TElist.aspx.Where multiple TEs are filed for the same Standard, only one notification of difference to the ICAO Standard is required.

I just want to point out that NCAA was successful with the TE implementation because they carried everyone (Operator) along at every stage. The channel of communication was SUPERB through out the period!
